LBH Medan 06 April 2023 – Menindaklanjuti pernyataan dari Ketua DPRD Kota Medan Bpk Hasyim, S.E dalam beberapa hari lalu di pemberitaan Online, intinya menyatakan kekecewaan terhadap kinerja pemerintahan Kota Medan tentang Proyek Pembangunan lampu jalan hingga saat ini belum dapat diselesaikan dengan baik, diketahui proyek tersebut menggunakan dana APBD Kota Medan tahun 2022 sebesar Rp. 25,7 Miliar.
LBH Medan telah menelusuri fakta dilapangan masih banyak pembangunan lampu jalan yang bulum diselesaikan bahkan terdapat beberapa yang belum terpasang. Sehingga terkesan proses pengerjaannya diduga dilakukan dengan cara tidak profesional atau tidak diperhitungkan dengan baik, bahkan ada pembangunan lain yang tidak dapat diselesaikan dengan baik seperti pembangunan drainase, diketahui dari beberapa pemberitaan Online pembangunan drainase dianggarkan sekira Rp. 500 Miliar, namun fakta dilapangan saat ini drainase-drainase tersebut belum diselesaikan sehingga tidak berfungsi secara maksimal, Masih banyak lagi pembangunan di Kota Medan yang belum diselesaikan, bahkan proses pengerjaannya terkesan tidak diperhitungkan dengan baik.
Menyikapi permasalahan pembangunan di kota Medan, pada tanggal 04 April 2023 LBH Medan telah mengirimkan Surat Nomor 111/LBH/S/IV/2023 perihal Permohonan Rapat Dengar Pendapat (RDP) kepada wakil rakyat yakni Ketua DPRD Kota Medan, guna meminta pertanggungjawaban Walikota Medan sebagai pimpinan tertinggi di pemerintahan Kota Medan agar mengkontrol seluruh proses pengerjaan pembangunan di Kota Medan serta menyampaikan secara transparansi alokasi pendanaan secara jujur dan benar ke publik, memastikan APBD tepat sasaran sebab pendanaan untuk pengerjaan pembangunan di kota Medan menggunakan APBD yang berasal dari uang rakyat yang tidak sedikit jumlahnya.
Prinsipnya pengerjaan proyek pembangunan insprastuktur kota Medan harus dapat di pertanggungjawabkan dan dilaksanakan secara profesional, jujur dan trasnparan, karena berdasarkan UUD 1945 Jo. UU No 39 Tahun 1999 Tentang HAM merupakan hak rakyat untuk mendapatkan manfaat, kesejeahteraan dan transparansi atas kerja pemerintah yakni Walikota Medan.
Oleh karena itu DPRD Kota Medan sebagai wakil rakyat sudah seharusnya memperjuangkan melalui tugas dan fungsinya yaitu legislasi, anggaran dan pengawasan dan sudah sepatutnya Ketua DPRD Kota Medan menyuarakan aspirasi rakyat tentang kritikan proyek “lampu pocong” drainase dan lainnya maka dari itu sepatutnya harus di tindaklanjuti dengan baik agar terwujudnya prinsip Good Governance dan Clear Governance.
Maka dari itu LBH Medan mendorong DPRD Kota Medan untuk mengawasi kinerja dari proyek pembangunan di kota Medan, dan perlu kiranya kemudian saat RDP perlu melibatkan instansi-insatansi terkait seperti Badan Keuangan (BPK), Inspektorat kota Medan guna menghindari dugaan tindak pidana korupsi atau penyalahgunaan kewenangan lainnya, sebagaimana amat Pasal 6 Undang-Undang Nomor 15 Tahun 2006 Tentang Badan Pemeriksaan Keuangan Jo. Pasal 365 Undang-Udang Nomor 17 Tahun 2014 Tentang MPR, DPR, DPD dan DPRD Jo. Pasal 3 Peraturan Menteri dalam Negeri Nomor 107 Tahun 2017 Tentang Pedoman Nomenkaltur Inspektorat daerah Provinsi dan Kabupaten/Kota.
