TELISIK | SEI LEPAN – Penantian panjang dan perjuangan Poniran (68), bersama seratusan kepala keluarga lainnya, untuk mengambil kembali 147 hektar lahan mereka di Dusun VI Harapan Damai, Desa Harapan Maju, Kecamatan Sei Lepan, Kabupaten Langkat, yang selama lebih kurang 25 tahun dikuasai oleh korporasi perkebunan sawit PT Bandar Meriah, hingga kini belum membuahkan hasil.
Hal itu disampaikan Poniran di hadapan Komisi A DPRD Langkat yang hadir di sana, untuk menindaklanjuti rapat dengar pendapat (RDP) terkait persoalan tersebut, yang digelar beberapa waktu lalu. “Hingga saat ini, gak ada satupun pihak PT Bandar Meriah yang menemui kami di sini, sebagai bentuk itikad baiknya,” ketus Poniran, Rabu (14/4/2021) siang.
Sejak tahun 1988, Poniran menambahkan, dirinya bersama seratus warga lainnya menggarap kawasan hutan yang sekarang disebut Taman Nasional Gunung Leuser (TNGL), dan sempat dilarang oleh pihak kehutanan. Tahun 1989, mereka mengajukan pembebasan lahan kepada Bupati Langkat Zulfirman Siregar.
Pada 6 November 1990, Pemkab Langkat mengeluarkan peta denah untuk Poniran dan rekan-rekan, atas permohonan pembebasan lahan bagi masyarakat di tahun sebelumnya. “Saat itu juga, pihak kehutanan sudah mengeluarkan pernyataan, bahwa 147 hektar lahan kami itu sudah keluar dari kawasan TNGL,” beber Poniran mengisahkan.
Di tahun yang sama, seorang pengusaha bernama James Tarigan, mulai membuka lahan yang letaknya bersebelahan dengan lahan masyarakat dan kerap melakukan pembakaran di lahan warga. Pihak James Tarigan kemudian diminta masyarakat untuk jadi ‘bapak angkat’, namun James Tarigan menolaknya, dengan alasan lahan yang dimilikinya masih sedikit.
Kemudian, di akhir tahun 1990, James Tarigan menyepakati perjanjian kerjasama dengan masyarakat untuk mengelola lahan tersebut. Namun sayang, beberapa masyarakat pemilik lahan justru dijadikan buruh harian di atas lahan mereka sendiri, tanpa pernah sedikitpun menerima kompensasi dari perusahaan, yang belakangan diketahui dikelola PT Bandar Meriah.
“Karena tidak pernah mendapatkan kompensasi atas lahan kami yang digunakan PT Bandar Meriah, sejak 2004 lalu kami berjuang untuk merebut hak kami. Bahkan, upah imas tumbang (pembukaan lahan), yang pada 1990 senilai Rp 9, hingga saat ini juga belum dibayarkan,” sambungnya.
Bersama masyarakat lainnya, Poniran berharap agar persoalan sengketa lahan mereka dengan PT Bandar Meriah yang sudah berlangsung puluhan tahun itu bisa segera diselesaikan. “Kami berharap kepada Komisi A DPRD Langkat, agar bisa segera menyelesaikan persoalan ini. Kami hanya minta 147 hektar tanah kami, itu aja,” pungkas Ponirin.
Perkebunan Sawit di TNGL
Setelah mendengar keluh kesah masyarakat, Ketua Komisi A DPRD Langkat Dedek Pradesa SSos bersama anggotanya yakni Dedi dan Sukardi, serta perwakilan warga, pihak BPN, pihak TNGL, Kapolsek Brandan, Danramil Brandan dan Sat Intel Polres Langkat, meninjau langsung tapal batas antar lahan milik warga dengan TNGL.
Ironisnya, di sana ditemui hamparan perkebunan sawit dengan usia tanam puluhan tahun yang masuk dalam kawasan TNGL, persis di depan patok TNGL dengan nomor TN 380. Hal itu kemudian mengundang tanya besar bagi Komisi A DPRD Langkat, beserta rombongan yang hadir di sana.
Anggota Komisi A DPRD Kabupaten Langkat Dedi atau yang biasa disapa Ucok Palang, kemudian menanyakan status lahan perkebunan sawit yang letaknya persis di depan patok TNGL tersebut kepada pegawai kehutanan yang hadir disana.
Pegawai TNGL itu menjelaskan, bahwa areal tersebut masuk dalam kawasan Taman Nasional. Perihal dugaan alih fungsi lahan hutan menjadi perkebunan sawit itu, juga sudah dilaporkan ke Poldasu. “Bahkan, laporannya sudah naik ke Mabes Polri,” ungkap pegawai TNGL seraya meminta namanya tidak dipublikasikan.

Pada kesempatan itu, anggota Komisi A DPRD Langkat Drs Pimanta Ginting menyampaikan, bahwa wakil rakyat sudah menjalankan tugas pokoknya dengan baik, yakni meninjau langsung ke lapangan, untuk mendengarkan keluh kesah masyarakat, serta melihat tapal batas tanah milik warga.
“Bersama masyarakat, kami berharap, agar pihak BPN secepatnya menyampaikan hasil pengecekan kordinat kepada kami, agar segera kami sampaikan kepada masyarakat. Agar kami bisa menentukan langkah, untuk segera menyelesaikan persoalan ini,” pungkas Pimanta.
