Bus Rapid Transit (BRT) salah satu solusi memecahkan masalah kemacetan di Medan. Operasional angkutan massal modern yang didukung kesadaran masyarakat menggunanya bisa mengurangi 50 persen kemacetan.
Ini diungkapkan Kadis Perhubungan Medan Iswar Lubis dalam salah satu sesi podcast Kolaborasi Medan Berkah Edisi Ngobrol Asik Bareng Perangkat Daerah (Ngobras Pede) yang diselenggarakan Dinas Komunikasi dan Informatika Medan, kemarin.
BRT Yang disiapkan atasi macet di Medan.
“Saya bisa menjamin kemacetan itu berkurang 50 persen, tetapi dengan catatan penumpang memiliki kesadaran tidak lagi menggunakan kendaraan pribadinya dan beralih ke BRT ini nantinya,” ucapnya dalam podcat yang berlangsung di Studio Dinas Komunikasi dan Informatika Medan dengan host Kabid Statistik dan Informasi Publik, Rizka Firdahlia.
Iswar menjelaskan, setiap kota mempunyai problem kemacetan lalu lintas. Kota Medan, sebagai ibu kota Sumatra Utara harus melakukan langkah-langkah mengatasi masalah ini.
“Empat sampai lima tahun ke depan, menurut saya akan stagnan dan macet total Kota Medan jika kita melakukan perubahan dan langkah-langkah lainnya,” ungkapnya.
Operasional BRT, sebut Iswar, salah satu langkah solutif. Dia menjelaskan, mengatasi kemacetan dapat dilakukan dengan mengecilkan volume atau memperbesar kapasitas.
Pilihan memperbesar kapasitas dengan menambah ruas jalan, sebutnya, membutuhkan biaya yang mahal.
“Kita harus berpikir bagaimana memanajemen perjalanan. Kita kecilkan perjalanan.
Hak masyarakat berpindah dari A ke B tetap kita jamin, namun dengan moda yang ditentukan oleh pemerintah yang nyamannya sama dengan kendaraan pribadinya,” ungkapnya.
Dengan BRT ini, tambah Iswar, jumlah orang yang bisa berpindah tetap sama, bahkan bisa bertambah, namun jumlah kendaraannya berkurang. Dengan demikian, kelancaran lalu lintas pun meningkat.
“Kita ingin memanjakan masyarakat, tidak memanjakan kendaraannya. Yang dimanjakan orang, bukan barang.”
Sebagaimana diketahui, dalam waktu dekat pembangunan BRT Medan-Binjai-Deliserdang dimulai.
Wali Kota Medan, Bobby Nasution, pada 16 Oktober lalu juga telah menandatangani Pembaharuan Working Level Agreement (WLA) Bus Rapid Transit (BRT) Mebidang ini di Aula Tengku Rizal Nurdin Rumah Dinas Gubsu.
Turut menandatangani WLA proyek percontohan nasional yang didukung World Bank dan AFD Pracis ini Wakil Bupati Deliserdang Ali Yusuf Siregar,
Wali Kota Binjai Amir Hamzah, Pj Gubsu Hassanudin, dan Sekretaris Direktorat Jenderal Perhubungan Darat Amirulloh.
Iswar menginformasikan, saat ini proses pengadaan BRT ini sudah sampai pada finalisasi
Detail Engineering Design (DED) untuk mengoperasikan 17 koridor di Medan Binjai Deliserdang.
DED merupakan dokumen desain teknis bangunan yang terdiri dari gambar teknis, spesifikasi teknis dan spesifikasi umum, volume serta biaya pekerjaan.
“Dari 17 koridor, 15 ada di Medan, dua ada di Binjai dan Lubukpakam,” ungkapnya.
Insya Allah, ungkap Iswar, pada Februari 2024 mulai groundbreaking, baik itu depo maupun jalur-jalur koridor, khususnya dari Amplas ke Pinangbaris yang melewati inti kota.
Sesuai dengan arahan Menteri Perhubungan, saat DED siap langsung dilakukan pekerjaan sampai selesai.
“Kemungkinan DED selesai Desember 2023 atau Januari 2024. Jadi di Februari langsung groundbreaking, langsung pekerjaan sampai selesai.
Target kita sampai 15 koridor, tapi pastinya akan dikerjakan secara bertahap,” ujarnya.(yg)
