Langkat – Sehubungan dengan adanya pemberitaan mengenai dugaan perusakan lahan masyarakat yang menyebabkan penyanderaan karyawan dan mobil operasional K3 PT Hutama Karya Infrastruktur
(HKI) di Desa Bukit Mengkirai STA 46+700 Proyek Jalan Tol Binjai-Langsa Seksi BinjaiPangkalan Brandan, maka bersama ini perusahaan menyampaikan klarifikasi berikut:
- Pada Hari Selasa, tanggal 3 Oktober 2023 Pengadilan Negeri Stabat melakukan pembukaan lahan di Desa Pasiran, tepatnya di STA 46+900 Proyek Jalan Tol Binjai-Langsa, Seksi Binjai-Pangkalan Brandan.
- Eksekusi dilakukan oleh perwakilan Pengadilan Negeri Stabat dan PUPR sekitar pukul 11.00 WIB. Pekerjaan pembukaan lahan terhenti sekitar pukul 13:30 WIB dikarenakan ada seorang warga yang merupakan pemilik lahan datang dan menangis histeris di lokasi. Warga tersebut tidak puas dengan nominal ganti rugi yang ditetapkan. Dikarenakan hal tersebut, pekerjaan pembukaan lahan pun dihentikan.
- Setelah peristiwa tersebut, sekitar pukul 15:00 WIB karyawan PT HKI yaitu tim QHSSE yang melakukan patroli dengan menggunakan mobil operasional di wilayah kerja STA 47+200 Desa Padang, Langkat, didatangi sekelompok masyarakat. Masyarakat setempat memberhentikan mobil patroli serta menahan karyawan QHSSE HKI. Warga kemudian menggiring mobil patroli dan karyawan QHSSE ke lokasi STA 46+900 Desa Pasiran.
- Mendapatkan informasi penyanderaan tersebut, tim proyek PT HKI Tol Binjai – Pangkalan Brandan Zona 4 menghubungi Polsek Gebang, dimana selanjutnya Polsek Gebang mendatangi lokasi dan memediasi permasalahan tersebut. Dihasilkan kesepakatan bahwa mobil operasional dan karyawan tim QHSSE PT HKI diamankan sementara di Polsek Gebang guna meredam permasalahan. Karyawan QHSSE PT HKI dan kendaraan operasional pun dibebaskan pada hari yang sama, tanggal 3 Oktober 2023 pukul 23.00 WIB.
- Sementara karyawan HKI yang disandera tidak memiliki sangkut paut atas aktivitas pembukaan lahan yang dimaksud karena pembebasan lahan bukan merupakan ranah PT HKI sebagai kontraktor jalan tol.
- Upaya mediasi sendiri telah dilaksanakan dihadiri oleh Pengadilan Negeri Stabat, perwakilan PUPR, dan perwakilan pemilik lahan, yang dimediasi oleh Polres Langkat.
