Langkat – As alias An bungkam saat dikonfirmasi awak media, Jum’at (18/8/2023) lalu. Oknum yang disebut – sebut sebagai bos galian C ilegal di Bukut Harapan, Kecamtan Gebang, Langkat, Sumatera Utara itu, enggan memberikan keterangan terkait material tanah urug yang dijualnya ke proyek Tol Binjai – Langsa.
Saat ditanya terkait Izin Usaha Pertambangan Operasi Produksi (IUP OP) di quary yang digalinya, As tak bisa menjelaskannya. Pengusaha dari PT Karya Sejati Utama (KSU) itu, malah terkesan berusaha untuk melobi awak media.
“Met siang. Saya masih di Jakarta. Senin atau Selasa aturkan waktu kita ketemu ya. Ntar kita ketemu kita bahas ya,” jawab As, tanpa menjelaskan status quary di Bukit Harapan yang material tanah urugnya dijual AS untuk proyek Tol Binjai – Langsa, dalam waktu yang cukup lama.
Diinformasikan, Material tanah urug menjadi primadona untuk penimbunan proyek jalan tol. Kebutuhannya yang begitu mendominasi, membuat material tersebut menjadi incaran para ‘cukong nakal’. Tak dipungkiri, material dari quary tak berizin pun, terus menerus dipasok untuk menimbur ruas jalan tol.
Seperti investigasi awak media, Minggu (31/7/2023) sore, tanah urug dari quary di Desa Bukit Harapan, Kecamtan Gebang, Langkat, yang disebut – sebut dikelola KSU itu, berada di luar Izin Usaha Pertambangan (IUP) alias ilegal. Tanah berbukitan di sana, terus dikeruk untuk dijual ke proyek tol Binjai – Langsa.
Sama halnya dengan quary yang dikelola SW di Desa Serapuh ABC, Kecamatan Padang Tualang, Kabupaten Langkat, lokasi tambang tanah urug ini juga barada di luar izin. Hal itu sesuai dengan kordinat yang dicatat di lokasi tambang tersebut.
Seperti pada kordinat 3.902944 LU – 98.354410 BT di quary yang dikelola KSU, dan pada kordinat 3.889590 LU – 98.369899 BT di quary yang dikelola SW, tidak berada dalam wilayah yang berizin. Hal itu diperkuat dengan pernyataan Kepala Dinas Penanaman Modal dan Pelayanan Perizinan Satu Pintu (DPMPPTSP) Sumut H Faisal Arif Nasution SSos MSi.
Dimana, lokasi – lokasi pada kordinat tersebut tidak berada dalam IUP. Sehingga dapat dipastikan, aktivitas dan material dari lokasi tersebut adalah ilegal.
“Kalau di luar IUP, itu namanya ilegal. Seperti yang kita ketahui bersama, aktivitas tambang akan bersampak pada lingkungan. Jadi, penambang harus melengkapi dokumen terlebih dahulu. Kalau mereka tidak melengkapi dokumennya, kami tidak akan mengeluarkan izin,” tutur Faisal.
Sunardi, Manajer PT Hutama Karya Infrastruktur (HKI) proyek Tol Binjai – Langsa beberapa waktu lalu menegaskan, pihaknya tidak pernah mengizinkan pengambilan material dari quary yang ilegal.

Diinformasikan, dari dua lokasi tambang tersebut, sebahagian lahan berbukitan disana sudah rata dikeruk alat berat. Patut diduga, jutaan meter kubik material tanah urug ilegal sudah dijual para ‘cukong nakal’ ke proyek pembangunan strategis nasional tersebut. (Ahmad)
