Halaban – Warga Desa Halaban, Kecamatan Besitang, Langkat kian resah. Mereka mencium adanya dugaan korupsi penggunaan dana desa (DD) sejak tahun 2019 – 2023. Baik itu mark up pengerjaan proyek ataupun yang sama sekali tidak dilaksanakan alias fiktif.
Beberapa nara sumber yang ditemui awak media ini mengatakan, seperti pengerasan badan jalan desa di Dusun V Kebun Buah TA 2020, ada tiga tahap. Tahap pertama, anggarannya Rp170 juta dan tahap keduanya juga nyaris sama persis.
Untuk tahap ke-3 dianggarkan kembali sebesar Rp174 juta. “Dari total Rp515 juta itu, setau kami Cuma sekali ada pengerasan jalan. Selebihnya gak ada pengerasan jalan di dusun kami,” ketus nara sumber, Selasa (19/3/2024) siang sembari meminta namanya dirahasiakan.
Tak hanya itu, lanjut nara sumber, di tahun 2022 dan tahun 2023 Desa Halaban ada menganggarkan pengerasan jalan usaha tani di Dusun V Kebun Buah Rp427 juta. Di tahun 2022, Tahap I dianggarkan Rp86.4 juta untuk pengerasan jalan usaha tani. Di Tahap II, dianggarkan kembali Rp161,3 juta dengan judul yang sama dan di Tahun 2023 dianggarkan kembali sebesar Rp180 juta.
Selain itu, pada tahun 2021, Pemerintah Desa Halaban juga menganggarkan untuk pembangunan jembatan di Dusun I – II. “Setelah kami cek, laporan realisasinya sebesar Rp134 juta. Sementara, tak pernah ada jembatan di dusun kami itu. Ini kan fiktif namanya,” terang nara sumber lain.
Setelah ditotalkan, lanjut nara sumber, dugaan proyek fiktif yang menggunakan DD dari tahun 2019 hingga 2023 di Desa Halaban mencapai Rp1,09 miliar. Hal tersebut membuat beberapa warga yang mengetahui hal itu berang. Mereka meminta agar persoalan tersebut segera diusut tuntas.
“Kami minta kepada aparat penegak hukum (APH) agar segera menindaklanjuti persoalan ini. Usut tuntas dugaan korupsi penggunaan DD di Desa Halaban ini. Siapa pun yang terlibat, harus diproses sesuai hukum yang berlaku. Termasuk oknum yang menggunakan DD ratusan juta rupiah untuk main judi online,” ketus warga kesal.
