Hinai – Daftar Pemilih Tetap (DPT) di Lembaga Pemasyarakatan Narkotika (LPN) Kelas IIA Langkat Kanwil Kemenkumham Sumut tercatat hanya 663 orang. Jumlah DPT itu, hanya 43 persen dari total warga binaan pemasyarakatan (WBP) yang ada di lapas tersebut.
Hal itu seperti yang disampaikan Kepala LPN Kelas IIA Langkat Parlindungan Siregar di sela kesibukannya, Kamis (30/11/2023) pagi. “Hanya 663 orang DPT dari 1540 WBP yang tercatat di lapas ini. Itu data pada bulan Juni 2023 kemarin yang sudah dimutakhirkan penyelnggara pemilu,” terang Parindungan.
Dari jumlah WBP yang ada, lanjut pria humoris itu, mayoritas merupakan warga Kota Medan yang mencapai 70 persen. Selebinhya didominasi oleh warga Deli Serdang, dan beberapa kabupaten lainnya. Untuk WBP dari Langkat, angkanya sangat minim.
Minimnya jumlah DPT tersebut, dipengaruhi oleh beberapa faktor pendukung. Diantaranya, penambahan dan pengurangan WBP yang ada di lapas itu. Sepreti berkurangnya WBP karena berakhirnya masa tahanan. Selain itu, penambahan WBP baru dan perpindahan WBP dari lapas dan rutan lain juga mempengaruhi angka DPT.
Namun hal yang paling penting menurut Palindungan, hak – hak pemilih harus diperhatikan oleh penyelenggara pemilu. Tujuannya, agar semua WBP yang mempunyai hak suara dapat menerima haknya unutk memilih.
“Kita berharap, agar orang yang punya hak pilih dapat difasilitasi untuk memberikan hak suaranya. Seperti hak pilih WBP yang tercatat di luar Lapas ini, harus juga diperhatikan bagaimana mekanismenya untuk memberikan hak suara,” kata mantan Kalapas Kelas IIB Siborongborong itu.
Kendala lainnya, tak jarang juga ditemui WBP yang sengaja mengaburkan identitasnya. Sehingga, petugas penyelenggara pemilu mengalami kesulitan untuk menentukan DPT dari WBP yang ada di sana.
Beberapa waktu yang lalu, pihak Dinas Kependudukan dan Catatan Sipil (Disdukcatpil) Langkat hadir di lapas tersebut. Bersama petugas lapas, instansi tersebut melakukan rekam biometrik untuk E-KTP. Saat itu, sedikitnya 290-an WBP mengikuti proses pendataan kependudukan.
“Kita khawatirkan, bagi WBP yang tak memperoleh hak pilihnya akan komplain. Karena, mereka juga punya hak suara untuk mementukan pilihannya. Kita juga berharap, agar pemilu mendatang dapat berjalan dengan baik dan kodusif, seperti yang diharapkan,” tutur Parlindungan.
Rencananya, akan ada empat tempat pemilihan suara (TPS) di LPN Kelas IIA Langkat teresbut. Untuk kelompuk penyelenggara pemungutan suara (KPPS) sendiri, dilakoni oleh para petugas di lapas tersebut. (Ahmad)
